CH341A programmers output 5V logic by default. Many modern BIOS chips (Winbond 25Q series) require 3.3V. If you are using a 5V signal on a 3.3V chip, the chip may go into protection mode or simply refuse to respond. The result? A 21013 timeout. asprogrammer+21013
