In the 1990s, Japan had strict, though inconsistently enforced, obscenity laws regarding the depiction of minors. Shoujo Tsubaki features a young girl (clearly underage) being sexually assaulted and performing acts of bestiality (with a dog). In 1992, when Harada attempted to self-distribute the film, police raided a bookstore selling the pamphlet. Harada was arrested, and the film was declared "obscene."
