In Turkey, the official state marriage ( Resmi Nikah/Evlendirme ) performed by the Municipality (Belediye) or Village Headman (Muhtar) is the only legally recognized union. The Diyanet will not perform a religious marriage ceremony unless you present an official "Aile Cüzdanı" (Family ID/Certificate of Marriage) or an official marriage document from the municipality.
